Overview: The Partnership Enhancement Fund (PEF) supports in-person engagement between ACIC member organizations in Atlantic Canada and their international partners by funding travel for international partners to visit Atlantic Canada. By facilitating these visits, the PEF seeks to strengthen relationships and foster deeper understanding of shared development issues and impact stories. This fund offers a unique opportunity to strengthen partnerships that drive global learning and engagement within Atlantic Canada, fostering a more connected and informed community. The fund, an evolution of the former Global Voices and Southern Speakers Fund, encourages mutual learning and engagement, amplifying the success stories of ACIC members and their international collaborations within the Atlantic Canadian community. These visits align with SDG #17 – Partnerships for the Goals, by creating valuable opportunities to deepen connections, raise awareness, and promote solidarity through shared experiences and understanding of local and international contexts. Fund Purpose The Partnership Enhancement Fund is designed for ACIC Organizational Members, including small to medium-sized organizations, civil society groups, and academic institutions in the international cooperation sector. Through this initiative, ACIC aims to facilitate partnerships that highlight the value of international collaboration in addressing local issues tied to global development and cooperation. Application Opportunity and Details ACIC invites interested Atlantic Canadian organizations to submit an expression of interest through the registration form below. Applicants are encouraged to demonstrate strong ties and a collaborative approach with their international partners. Proposals should align with the partnership principles outlined in ACIC’s Code of Ethics and illustrate shared learning goals around a development initiative. ACIC hopes that these partnerships foster connections that may extend into future collaborations. PEF activities are expected to take place during two windows: International Development Week: February 2 to 7, 2025 ACIC Annual Symposium in June (exact date TBD; if you are interested in opting for this window, please mention so in your application, and we’ll be in touch with you with more information). Eligibility and Important Considerations Applicants must be ACIC organizational members based in Atlantic Canada, in good standing ( ratified and have paid their organizational membership dues for the year 2024-25. If you haven’t done this or want confirmation of payment, please reach out to us at membership@acic-caci.org . ) The proposed speaker must be eligible and available to travel to Atlantic Canada in the specified window Applicants must have submitted all final reports from previous ACIC-funded projects. While we encourage everyone to apply, preference will be given to organizations who have not previously received this fund (or its past iterations i.e. Southern Speakers Fund and Global Voices Fund). In your application, we encourage you to mention how: Your partnership demonstrates shared learning and mutual benefit: Describe how the collaboration with your international partner will foster mutual understanding, skill sharing, and knowledge exchange. Please highlight, where possible, any specific projects or initiatives that showcase these elements. Public engagement will be enhanced: Detail any planned activities or public engagement opportunities for the visiting partner, such as workshops, community meetings, or talks. If you’d like to work with us to organize these with our membership, or media, please apply at the earliest and connect with us. Share how these activities will build awareness and create lasting connections between Atlantic Canadians and global issues. The partnership strengthens your organization’s impact: Explain how the international partner’s visit will enhance your organization’s work and further your goals in the international cooperation sector. About the Budget and Funding All applications must submit a detailed budget breakdown (in CAD, not exceeding 3500 CAD) of all possible associated costs in relation to your proposal. Please also identify contributions requested from ACIC, cash contributions from your organization/institution or partners (if any), and in-kind contributions. Note: Funding Available For: Funding is available to help cover costs associated with the international partner(s) travel and participation to Atlantic Canada and the public engagement activities planned in Atlantic Canada. We encourage contributions in cash/kind from the organizations applying to reflect their contribution to this partnership initiative. Only actual costs incurred against the initial budget will be reimbursed. About Logistics: The nominating organization will handle travel logistics, including tickets, insurance, and visas. Proof of eligibility for the proposed speaker’s travel to Canada is required in the application, and ACIC can provide visa support letters as needed. Hosted by the Atlantic Council for International Cooperation (ACIC), participants will spend three days (July 3–6, 2025) at the Tatamagouche Centre in Tatamagouche, Nova Scotia. ACIC is currently seeking to fill five Conference Leader positions to help deliver this unique, challenging, and inspiring program. ACIC connects leadership across generations by strengthening members and partners, bridging dialogue and building networking and learning opportunities. ACIC also represents and amplifies the voice of Atlantic Canada and connects the Atlantic with other provincial, national and international stakeholders. We acknowledge that we work and live in Mi’kma’ki, the traditional and unceded territory of the Mi’kmaq People. This territory is covered by the “Treaties of Peace and Friendship” which Mi'kmaq and Wolastoqiyik (Maliseet) people first signed with the British Crown in 1725. Making us all Treaty People, committed to the ongoing relationship between nations, and to reconciliation. Please note that the annual report (2022-2023) and financial statements are available on our website: www.acic-caci.org/about-us Financial and Business Operations We are enclosing a copy of the audited financial statements for the year ended March 31, 2022, a table showing quick Atlantic Council for International Cooperation QBO Chart of Accounts. ACIC’s operating budget is around $2 million dollars, and the organization is supported by a team of around 10 people, with two in finance. The organization’s main revenue lines include government funded grants and contributions, membership dues, and a very small revenue from events. Financial record keeping is maintained on the QuickBooks Online (QBO) accounting system. Monthly statements are drawn, and internal reporting is regularly done through these systems. ACIC doesn’t have a dedicated staff person supporting information and technology, but rather knowledgeable team members in addition to external help when needed. Payroll is managed exclusively through the QBO system. Additionally, all archiving systems were transitioned to Microsoft SharePoint after the pandemic. ACIC's fiscal year-end is on March 31st. We use the accrual system for all our reporting to our main funder (Global Affairs Canada), including annual financial statements and other internal and external reports. Governance The Atlantic Council for International Cooperation (ACIC) is governed by a diverse Board of Directors, with representatives from each Atlantic province and directors-at-large, ensuring regional diversity and gender balance. The Board convenes regular and special meetings, with an Executive Committee overseeing affairs between meetings. Financial matters are addressed, designating March 31 as the financial year-end and requiring the preparation of annual financial statements. The Finance Committee, comprising the board treasurer, the Executive Director, the Finance Manager and the Program Director, reviews and presents audited financial statements for Board approval. This committee also recommends auditors' appointments at the Annual General Meeting. Provisions for electronic members' meetings and absentee voting enhance flexibility. The by-laws include dispute resolution mechanisms. ACIC's governance emphasizes transparency, inclusivity, and sound financial management. Scope of Work Service Required ACIC requires preparation of Annual Audited Financial Statements including: Statement of Financial Position; Statement of Revenues and Expenditures; Statement of Changes in Net Assets; Statement of Cash Flows; Audit Service Plan; Preparation of Management Letter; Presentation of Audit Results; Information and advice on important issues relating to Global Affairs Canada rules, financial reporting that impact ACIC, and opportunities to improve compliance and controls; Information and advice on government (federal, provincial or local) non-profit / small business support programs that could benefit ACIC. The audited financial statements must be prepared in accordance with Canadian accounting standards for not-for-profit and must include an expression of opinion on the fairness of the financial statements as derived through Generally Accepted Auditing Standards. ACIC requires that the Draft Audited Financial Statements be ready for review by ACIC’s Finance Committee no later than the first week in June and that Financial Statements be issued no later than mid-June, once the ACIC Board approves the statements to be issued at the Annual General Meeting (generally held the third Thursday of June). Proposal Outline Please submit your proposal in the following format: Section 1: Cover Letter (maximum one page) Section 2: Overview of your Firm (maximum two pages); Provide a general description of your firm with emphasis on general experience and capabilities in auditing not-for-profit organizations. Section 3: Relevant Experience and References (maximum 5 pages); Include a list of 2 to 4 similar not-for-profit organizations that your firm audits. At least three (3) of the reference organizations must have been audited by member(s) of your proposed audit team. For these three (2) referenced audits, please indicate which proposed audit team member(s) has conducted this work and provide a client reference contact name and details; Provide a brief description (maximum one page per organization) for each of the referenced organization, years audited, the services provided, and any other relevant information that indicates how this audit experience relates to the work you would perform for ACIC. Section 4: Proposed Audit Resources (maximum 3 pages); Please provide the name(s), and brief description of roles and relevant experience of the senior member(s) of your proposed audit team (resume(s) may be provided in an appendix if desired) Section 5: Proposed Audit Approach (maximum 3 pages); Provide a brief description of audit approach; What is your estimate of staff time assistance by ACIC and how will you minimize the disruption to our normal workload? How will your communication occur with ACIC staff and the Finance Committee? What procedures will you perform to enable you to provide a Management Letter to the organization that is both accurate and meaningful? How will you ensure timely completion of the audited financial statements? Section 6: Financial Proposal (maximum 2 pages) It is ACIC’s intention to appoint an auditor for a three-year period with an option to renew for an additional term. Accordingly, please provide a fixed price quote for the services requested for each of the fiscal years ending March 31, 2024, March 31, 2025, as well as March 31, 2026. Include any relevant assumptions related to your price quotes; Please also outline your firm's approach and fees for extra billing for specialty work with a quote of your rates on an hourly basis, in the event any special services that may be requested by ACIC; The pricing of the services should be provided in a separate electronic document that accompanies your proposal. Section 7: Inclusion, Fair Labour and Environmental Considerations (maximum 1 page); ACIC is committed to diversity, equity, inclusion, justice and anti-racism. Our procurement processes include providing equitable opportunities for vendors of all sizes and backgrounds, including Black, Indigenous, and people of color (BIPOC)-owned vendors, to be successful in a procurement process. We recognize that including inclusive procurement considerations can help reduce unnecessary barriers for diverse vendors when bidding on opportunities; ACIC has a strong commitment to combating climate change and environmental sustainability. We seek to work with organizations that share our values in their commits and in tangible approaches to their work; Inclusion, environmental considerations, and fair labor practices will inform the selection process (see further details below on proposal evaluation). All proposals should provide a short indication of how environmental considerations are accounted for in the proponents' approach to business and as a potential service provider for ACIC; Considerations for fair labour practices should also be outlined. Finally, your business’s approach to equity, diversity and inclusion should be indicated in the proposal. You may also include if your business is BIPOC owned or led, and/or owned or led by other equity seeking groups. Proposal Process. These requests will be addressed during a virtual meeting with the proponents. ACIC may issue addenda or clarifications to this Request for Proposal by the date specified below. ACIC may cancel this Request for Proposal at any time and reserve the right to select one or none of the respondents at its own discretion as its preferred supplier. Selection of a preferred supplier does not constitute a binding contract between ACIC and the proponent. Neither ACIC nor its Board of Directors shall be obligated in any way by any proponent's response to this request for Proposal, nor shall ACIC be liable for any costs incurred by any proponent in the preparation of this Request for Proposal. All information provided in the proponent's proposal will be considered confidential and will become the property of ACIC for record keeping. Internships The International Youth Internship Program (IYIP) is accepting applications for its second cohort soon! Jointly implemented by the Atlantic Council for International Cooperation and the Marine Institute of Memorial University of Newfoundland and Labrador, the program offers youth aged 18 - 30 the opportunity to gain valuable international work experience through 4-month internship placements with partner organizations in Africa, the Caribbean, Asia, and Central America. About Eligibility Criteria Application Process Important Dates About the Program The International Youth Internship Program was launched in 1997, and has always focused on offering young people aged 18-30 from Canada the opportunity to gain skills and professional experience while travelling, living, and working abroad. Since its inception, IYIP has and sent over 7,000 youth to work with partner organizations and institutional abroad in the field of international development. IYIP is part of the Government of Canada's Youth Employment and Skills Strategy and aims to prepare youth in Canada for future employment or further studies. The focus of the current 2023-2028 IYIP program is to provide meaningful and transformative opportunities to youth facing barriers to employment, such as youth with disabilities, Indigenous youth, racialized youth, and 2SLGBTQI+ youth. This program is designed for youth who: Have faced barriers in securing meaningful employment Are seeking opportunities to acquire new skills and gain professional experience abroad Are interested in contributing their knowledge and skills in meaningful ways abroad Are curious, open-minded, and flexible IYIP is a 5-month commitment that involves: 1 month of pre-departure training (3 weeks virtually, 1 week in person), 4 month international internship placement with a local partner organization, 3 days of post-internship debrief in Canada. The program costs are funded (including airfare, transportation costs, visa fees, pre-departure and post-internship training), and interns will receive a stipend while abroad. Application Process Step 1: Written Application Your written application is completed through the application form online. The information and questions are simple and meant to help us understand why you’re interested in the program and what you might bring to it. These applications are reviewed with three criteria: that you have learned about and looked into the program, that you indicate a good fit for one of the partner organizations or placement opportunities, and that you demonstrate one of the qualities most important to the program (curiosity, flexibility, adaptability, and open-mindedness). Applications not meeting these criteria will not be invited to step two. Step 2: Introductory Interview The Introductory Interview is completed with one of the program managers as a way to learn more about your skills, experiences, and interests. These are conversational interviews that have some planned questions. In this step of the process, we select candidates to move forward who demonstrate the qualities important to the program: curiosity, flexibility, adaptability, and open-mindedness. Step 3: Placement Interview The final step in the application process is an interview with international partners and/or subject matter experts. These are more formal, structured interviews led by our international partners and require preparation on the part of the applicant. Not everyone who completes a Placement Interview will be offered an internship position and in this final stage, the international partners ultimately determine who receives an offer. ACIC's PhotoVoices Program enables youth to share the narratives they want to tell through photos, and connects youth from Atlantic Canada and the Global South in an experience of storytelling, skills building, providing them a space to explore social justice, while learning from experts in the field. Knowing the impact and value of a well-told story, ACIC’s PhotoVoices Program empowers youth to share the narratives they want to tell through photos. Through the program, Atlantic Canadian youth and youth from the Global South use photos to share their stories, build skills, explore the Sustainable Development Goals, learn from experts in the field, and so much more. Gender inequality is deeply rooted in our society. Women and girls worldwide are under-represented in leadership positions, refused access to education, economic empowerment, and essential health services, and are targeted victims of violence and discrimination. While all women face inequality, the consequences can be harsher for those coping with intersectional factors. Not all women share the same experiences, therefore strategies for change must also consider the effects of race, class, age, sexuality, ability, and nationality. Solutions to address these issues must be led by self-determining people in collaboration with their Communities and Nations. Given this realitiy, the 2024 PhotoVoice program will focus on female-identified and/or Two Spirit identified youth. ACIC is currently seeking an international partner/s for its PhotoVoices Program. The purpose of this program is to help budding photographers/journalists build their skills and portfolios while taking part in an intercultural program. The program will include youth 18-28 years from Atlantic Canada and youth from the partner organization/s country. Program timeline: International partner selection: October 21, 2024 Youth recruitment: November to January 2024/25 Program start date: January 19, 2025 10 youth sessions will be held weekly from January 19 to March 23, 2025 -, on Sunday's Program end date: March 2024 Final report (narrative and financial): April 15, 2025 Role of the Partner Organization: Select 10-15 eligible, female identified youth for the program Liaise with ACIC to make decisions on program implementation Provide support to youth participants in all aspects of program to ensure a positive experience and completion Administer program funds in accordance with ACIC funding requirments Complete mid-project and final reports (narrative and financial) Partner Qualifications: Partner must be located in an Official Development Assistance (ODA) country Must be a registered charity, non-governmental, non-profit, or civil society organization Must have been established in 2017 or earlier Must work directly with youth ages 18-30 Youth must have English proficiency (at a minimum) Must have the organizational capacity to support the program Must have a strong commitment to supporting and strengthening gender equality through their programs Note : This application is for the international partner to complete, NOT for youth. < Back Atlantic Council for International Cooperation celebrates funding for International Youth Internship Program Atlantic Council for International Cooperation Feb 7, 2024 Halifax, NS, Canada At an event celebrating International Development Week 2024, the Honourable Ahmed Hussen, Minister of International Development announced $24.5 million in funding for the International Youth Internships Program (IYIP) across Canada, including $4.23 million for the RYSING (Resilient Youth, Supported Inclusion, Network Growth) project jointly implemented by the Atlantic Council for International Cooperation and the Fisheries and Marine Institute of Memorial University (MI). The program offers Canadian youth the opportunity to gain valuable international work experience and make meaningful contributions through four-month international internship placements. Between 2024 and 2029, ACIC and MI’s IYIP program will place 190 interns with 22 partner organisations in 15 countries throughout Africa, the Caribbean, Asia, and Central America. Priority will be given to Racialized, Indigenous, and 2SLGBTQIA+ youth, and youth who have experienced barriers to employment due to COVID-19. Applications for the first IYIP cohort will open on February 12, 2024. Youth who are interested in acquiring new skills and gaining professional experience abroad or contributing their knowledge, skills and lived experiences to meaningful projects abroad are encouraged to apply.
